The Virginia Graeme Baker (VGB) Act honors a seven-year-old girl who became stuck on a hot tub drain cover. Despite being a competitive swim team member and an incredibly strong swimmer, she could not pull herself free from the powerful suction force. Her mother tried to rescue her but could not break the vacuum seal. Consequently, it took two strong grown men to finally pull Virginia free. The extreme suction force actually broke the heavy plastic drain cover during the rescue attempt. Tragically, Virginia did not survive the suction entrapment incident. 

How the Law Was Enacted

After this terrible tragedy, Virginia’s mother fought hard for better pool safety. Thanks to the perseverance of her family and the Safe Kids Worldwide organization, Congress officially passed the legislation. Indeed, public pools across America became significantly safer after the government enforced these new regulations for drain covers and secondary safety devices.
